Purposeof AFCS

Themain purpose of is toprovide a detailed guideline on the changes of the Army doctrine,leadership, education levels, training, personnel, organization aswell as the standard of their facilities. A combination of the aboveconcepts plays a substantial role in the integration of future Armyforces with both local and international partners (Theater-LevelHuman Resources Support, 2013).Similarly, seeks toestablish the capability requirements needed to achieve spectrumoperations based on the tactical levels of the war. However, the fullspectrum operations can only be attained through wide area securityand the combined arms maneuver. The wide area security, in this case,focuses on consolidating gains as well as ensuring that there isfreedom of movement and action, whereas, combined army maneuver isconducted by the army forces so that they can gain psychological,temporal and physical advantages over their rivals. It is alsoimportant to note that the AFCS helps the capability developers tohave a roadmap as they work towards building the Army force andinstitutionalizing its operational adaptability.

Background

ArmyFunctional Concept for Sustainment (AFCS) is basically aService-Disabled Veteran-Owned Business (SDVOB). Its history can betraced back from the year 1879 when it was established as anon-profit organization to provide care to the spouses who survivedduring The Battle of Little Big Horn. AFCS has developed all over theyears, playing an integral part in shaping up the transformationefforts of the Army as well as improving the living standards themilitary, veterans, and warriors (Theater-LevelHuman Resources Support, 2013)

Functionallevel capabilities required for Human Resources

Effectivenessis one of the functional level capabilities required for the humanresources. It is one of the objectives of man the force strategy.This is primarily meant to ensure that the right Army with therequired or appropriate skills is available at the right places sothat they can protect the interest of the nation (FM1-0 HUMAN RESOURCES SUPPORT,2014).Additionally,flexibility is another functional level capability. It is essentialfor the Army to embrace change for operational adaptability to beachieved. Also, the human resources ought to be diverse andresponsive .In this case, it means that the Army HR inventory shouldbe quick, agile, responsible and capable of acting to any missionregardless of the time or period. This is crucial in ensuring thateach individual is a significant member of the joint force and theyare able to operate in diverse environments (FM1-0 HUMAN RESOURCES SUPPORT,2014).

Sustainmentby echelons

Warfightingis a process that entails a combination of various related tasks andsystems to provide the necessary support for prolonged endurance,extended operational reach and freedom of action. Therefore, for asuccessful operation sustainment, there should be a diverse number ofreliable options available to the commander. Notably, the sustainmentwarfighting comprises of three major sub-functions which include,health services support, personal services, and logistics TheUnited States Army Concept For Sustainment, 2010).Thesub functions are involved in various activities such as Army healthsystem, financial management operations, human resource support,field services, supply, maintenance as well as any othertransportation tasks. However, the supported force consists ofintergovernmental, interagency and multinational forces. It is alsoimportant to note that the Theatre Sustainment Command (TSC) isresponsible for sustaining operations within a theater. The TSCplans, prepares, deploys and executes operational sustainment withintheir respective theater. More importantly, The TSC carries out itsobjective in coordination with the mission combat sustainment supportbattalions, sustainment brigades and Expeditionary SustainmentCommands (ESC) to support other units in theater (TheUnited States Army Concept For Sustainment, 2010).
